From Northeast Philadelphia to Mt. Airy to North Philadelphia to Southwest Philadelphia, from community centers to churches to transit stops, Carla Cain has registered over 2,700 people to vote. She has held voter registration parties in her home. She wants to bring that dedication to increasing the voter rolls–and then having those people vote—to the City Commissioner’s Office.


I didn’t wait for a special voter registration day. I went right to the communities myself. I’m running a grassroots campaign for the people, by the people. My agenda is the voters.

Carla was elected one of the two Democratic committeepeople in the 25th Division (East Mt. Airy), 22nd Ward in 2014, to State Democratic Committee and First Vice-Chair of the 22nd Ward in 2018. She has been a field coordinator and campaign manager for several candidates. As committeeperson, Carla developed a website to provide constituents with access to City, State and Federal resources, and voter education. She informs voters about the candidates and upcoming elections.

Her commitment to community and helping others came from her family. She grew up in the Logan section of Philadelphia, the youngest of 11 children. Upon graduating from Northeast High School, she registered to vote, and has voted and volunteered in every election since.

In 1998, she received a B.A. in Political Science, with a minor in Psychology and Sociology from Cheyney University. She has since earned a Master’s degree in Public Administration from Strayer University, and is working toward a Ph.D in Government Policy and Planning from Capella University.

Since 1998, Carla has been Owner/Operations Manager of Harmony Consulting Company LLC, and Founder/Director of Social Services at Harambee Christian Outreach Services. At Harmony, she supervises management staff; identifies new business opportunities, and develops strategic action plans. For Harambee, Carla coordinates not-for-profit programs for specific social and emotional needs of the community; organizes collaborations with food banks to provide perishable items; coordinates holiday toy drives and school supplies/book campaigns, and oversees economic management, budgeting expenditure tracking, and cost-efficiency assessment. In 2008-09, she was a Social Service Specialist at Germantown Settlement.

Carla is the recipient of a NAACP Leadership Award, was awarded a 4H scholarship and is a member of Philadelphia African American Chamber of Commerce, National Builders Association, National Association of Women Contractors, National Association for the Advancement of Colored People, and East Mt. Airy Neighbors.

She is married to her husband of 28 years, Malcolm L. Cain, Sr., and has two children, Malcolm L. Cain, Jr., 27, and Afya Cain, 24.
